Abstract

This paper assesses the current state of water supply in Dong Nai province over the period 2023-2025 and contributes to the development of water resource accounting data under Decree No. 53/2024/ND-CP. The analysis drew on secondary data, direct surveys, and the System of Environmental-Economic Accounting for Water (SEEA-Water). In 2025, total water abstraction by the water supply sector (VSIC 36) across the province reached an estimated 174.88 million m3, drawn almost entirely from surface water (about 99%). Of the 135.50 million m3 supplied, most served domestic use (73.86 million m3) and industrial production (44.79 million m3). The non-revenue water rate fell to 16.0%, while filter-backwash water was fully recirculated. Benchmarked against the national and Dong Nai river basin water resource plans, the province met most targets, though room remained for improvement in loss reduction, digital transformation, and sludge recycling. Accordingly, the study proposes solutions oriented towards a circular economy for Dong Nai province's water supply sector.
