The analysis of factors affecting the effectiveness of the design and construction process of cultural heritage renovation and restoration projects
Abstract
Cultural heritage is a valuable asset with its unique identity for each country and people. Cultural heritage is a material product with historical, cultural, and scientific value to the national identity, constantly generated through historical relics - culture, scenic spots, relics, antiques, and national treasures. However, according to the harsh transformation over time, many factors have been degraded, deformed delete shortage during the existence of that monument. Therefore, the renovation and restoration promoting the original elements of the monument is one of the top goals of heritage managers. This article presents the results of the surveys on factors affecting the effectiveness of the design and construction process of cultural heritage renovation and restoration projects. The survey is conducted through a questionnaire table combined with statistical data analysis. The survey results also have ranked the factors that affect the effectiveness of the projects. In addition, through analysis of the main factor EFA (Exploratory Factor Analysis), the article points out four factors that effectively affect the design and construction process of renovation and restoration projects of related cultural heritage. To preserve original elements, techniques of design and construction plans, finance and environment, quality, and general regulations. Furthermore, this article uses the CBA (Choosing By Advantages) selection method to create a transparent and collaborative environment to make decisions to evaluate appropriate construction design options. The results of choices based on the right decisions and the importance of the advantage. The CBA advantages selection method is applied to select actual contractors for the project, to renovate and restore the TPT communal house relic, Dong Thap. It helps contractors make appropriate, timely, and evaluated decisions. The quality is consistent with the importance of the advantage.
