Abstract: Ho Chi Minh’s thought emphasizes the vital role of humans in societal development. Throughout historical turning points, human factors have consistently played a central role. Therefore, President Ho Chi Minh believed that nurturing and educating people is essential for development. Humans are both the key element and the primary driving force behind revolutionary success and national development. In the new era, as Vietnam rises, high-quality human resources—those equipped with modern technological knowledge—will be the decisive factor in national success. This article outlines Ho Chi Minh’s thoughts on human development and proposes solutions to apply his ideology in fostering high-quality human resources to meet national development needs.
