Abstract: Applying Ho Chi Minh’s thought and the policies of the Party and State, Bac Ninh province has proactively implemented regulations and policies for training, fostering, attracting, and utilizing the talented. This article highlights the necessity of talent attraction and retention and proposes solutions to enhance its effectiveness, serving socio-economic development and international integration in Bac Ninh.
