ABSTRACT: The author asserts that a civilized society must encompass all the noble values created by the people of that society throughout their history in various aspects, including material, spiritual, political, social, ecological, ideological, theoretical, ethical, literary, artistic, educational, and scientific fields, along with all other forms of the social life of their own nation and humanity as a whole, which they have acquired, inherited, supplemented, and creatively developed. To build a civilized society, the foremost and most fundamental requirement is to achieve a high level of economic development; a fair and equal society imbued with profound humanitarian values, along with a rich, diverse, and deeply characteristic cultural foundation.
