Summary: Land reclamation for socio-economic development projects is a sensitive issue that directly impacts the rights and livelihoods of citizens. Currently, the State has issued various social welfare policies to ensure the rights of those affected. However, the actual implementation of these policies remains limited and has not achieved high results. This article will clarify the criteria for evaluating the effectiveness of social welfare policies for citizens when the State reclaims land and propose several recommendations and solutions to enhance the effectiveness of social welfare policies, ensuring fairness and balancing the interests of the people affected by land reclamation.
