Abstract: Ho Chi Minh’s thought on building a democratic, streamlined, effective, and efficient administration is an essential part of his theoretical and practical legacy on creating a state apparatus of the people, by the people, and for the people. According to Ho Chi Minh, cadres and civil servants must possess good moral qualities, be dedicated to serving the people, and have high professional skills and a spirit of service. Vietnam has undergone many administrative reforms to streamline the apparatus and improve state management efficiency. Therefore, it is essential to continue to apply Ho Chi Minh's thoughts on building an efficient and accountable administration, promoting the responsibility of civil servants in fulfilling their public duties and creating favorable conditions for the people.
