Abstract: Throughout his revolutionary career, President Ho Chi Minh left the Vietnamese nation with a diverse, rich, and invaluable system of legacies. In particular, he bequeathed a historic Testament before his passing, imbued with and fully crystallizing his thought, ethics, and style. In his Will, President Ho Chi Minh dedicated a significant portion to the implementation of social policy and caring for the people's lives during the process of national construction and development. This article clarifies these directives and outlines the achievements in social policy and caring for the people's lives through President Ho Chi Minh's Will. These are profoundly significant theoretical and practical viewpoints that have guided the Communist Party of Vietnam in formulating national development policies aimed at achieving the goal of "rich people, strong nation, democracy, justice, and civilization."
