The research contributes to clarifying the operational process of the two-tiered government model in Thai Nguyen province, from directives and decrees to practical actions, ensuring smooth operation and high results. The research results show that the involvement of management levels from the central to local levels, along with the efforts of officials and employees, placed Thai Nguyen at position 6/34 provinces and centrally-administered cities in the index of serving citizens and businesses in carrying out administrative procedures and providing public services (achieving 93.96 points in December 2025).
