Tóm tắt

Ngành công nghiệp xi măng Việt Nam hiện chiếm khoảng 33% tổng phát thải CO₂ quốc gia và là một trong những ngành tiêu thụ năng lượng lớn nhất. Nghiên cứu này đánh giá mức độ sẵn sàng chuyển dịch năng lượng (Energy Transition Readiness - ETR) của ngành xi măng Việt Nam trong giai đoạn 2023-2025 dựa trên khung 4 trụ cột: công nghệ, chính sách, tài chính và nguồn nhân lực. Phương pháp kết hợp phân tích dữ liệu thứ cấp từ IEA, OECD, Bộ Công thương và khảo sát sơ cấp tại 25 doanh nghiệp lớn (tỷ lệ phản hồi 84%). Kết quả cho thấy chỉ số ETR trung bình đạt 62,4 ± 11,8% (95% CI: 59,1-65,7%), cao hơn mức trung bình toàn cầu của các ngành khó giảm phát thải (55% theo IEA 2024). Mô hình hệ động lực học (system dynamics) được xây dựng bằng phần mềm Vensim DSS dự báo: nếu tận dụng tối đa nguồn lực JETP và PDP8 sửa đổi, ngành có thể giảm phát thải từ 700 kg CO₂/t xi măng hiện nay xuống còn 580-620 kg/t vào năm 2030. Nghiên cứu đề xuất khung hành động 5 năm (2026-2030) và khuyến nghị thành lập Quỹ Chuyển dịch Năng lượng Xi măng Quốc gia.
