Tóm tắt

Phát triển kinh tế tuần hoàn là yêu cầu cấp thiết để Việt Nam thực hiện cam kết Net Zero vào năm 2050 và phát triển bền vững. Tuy nhiên, việc triển khai còn gặp nhiều rào cản do thiếu cơ chế liên kết dữ liệu và sự rời rạc trong vai trò của các bên liên quan. Nghiên cứu được thực hiện nhằm xây dựng một khung mô hình kinh tế tuần hoàn tích hợp chuyển đổi số, đồng thời làm rõ vai trò và cơ chế tương tác giữa các bên liên quan tại Việt Nam. Bằng các phương pháp thu thập, so sánh, phân tích tài liệu, kết quả nghiên cứu cho thấy các mô hình truyền thống chủ yếu tập trung vào xử lý ở khâu cuối cùng của quá trình sản xuất và gây ô nhiễm thứ cấp do thiếu nền tảng công nghệ. Trên cơ sở đó, bài báo đề xuất mô hình với ba trụ cột chính: sản xuất tuần hoàn dựa trên thiết kế sinh thái, tiêu dùng trách nhiệm và hệ thống kết nối dữ liệu số. Điểm mới của nghiên cứu là việc tích hợp yếu tố chuyển đổi số để minh bạch hóa dòng vật chất và tối ưu hóa sự tương tác giữa các bên liên quan. Kết luận của nghiên cứu cung cấp cơ sở cho việc hoàn thiện hành lang pháp lý và xây dựng tiêu chí định danh xanh tại Việt Nam.
