Nghiên cứu này phân tích dịch chuyển lao động từ chiến lược chủ động sang cơ chế “bẫy sinh thái - xã hội” ở Việt Nam. Thông qua phương pháp nghiên cứu hỗn hợp, kết hợp điền dã dân tộc học tại xã Tịnh Kỳ và Bình Châu (tỉnh Quảng Ngãi), cùng phân tích dữ liệu thứ cấp, bài viết giải mã cách thức rủi ro địa chính trị ở Biển Đông và bất cập của chính sách hiện đại hóa (Nghị định 67) tạo ra “bẫy nợ”, đẩy ngư dân vào quỹ đạo di cư cưỡng ép. Kết quả nghiên cứu chỉ ra: (1) quá trình “rỗng hóa” lao động diễn ra trầm trọng (78,26% hộ khai thác hải sản thiếu nhân lực) dẫn đến đứt gãy tri thức sinh thái truyền thống và trạng thái “mù biển” ở thế hệ trẻ; (2) xuất hiện tình trạng “nữ hóa trách nhiệm sinh tồn” khi phụ nữ phải gánh vác kinh tế và quản lý nợ thay nam giới, làm gia tăng tính dễ bị tổn thương sinh thái - xã hội của gia đình. Nghiên cứu khẳng định dịch chuyển lao động trong bối cảnh này là biểu hiện của sự thích ứng sai lệch, đồng thời góp phần mở rộng thảo luận toàn cầu về khả năng phục hồi của cộng đồng ngư dân ven biển trước áp lực kép từ môi trường và địa chính trị.
