Bài viết phân tích các nhân tố tác động đến phát triển giáo dục phổ thông tại Hà Nam giai đoạn 2000-2025 thông qua chiến lược nghiên cứu điển hình. Dựa trên khung phân tích hệ thống gồm bốn nhóm biến số: (1) Thể chế - Kinh tế; (2) Văn hóa - Xã hội; (3) Nguồn lực đầu vào và (4) Hiệu suất thực thi, nghiên cứu giải mã cơ chế giúp một địa phương có nguồn lực tài chính hạn chế đạt được những thành tựu giáo dục mang tính di sản. Kết quả cho thấy sự kết hợp giữa định hướng chính sách đồng bộ và việc vận dụng hiệu quả vốn văn hóa xã hội là động lực then chốt duy trì phong độ hệ thống. Tuy nhiên, nghiên cứu cũng chỉ ra trạng thái “nền tảng mạnh nhưng vận hành chưa đồng mức” và những độ trễ trong quản trị thực chất. Bài viết đúc kết các bài học kinh nghiệm và xác lập khung tham chiếu chính sách cho các địa phương trong việc tối ưu hóa nguồn lực và đổi mới giáo dục theo định hướng phát triển năng lực người học hiện nay.Lượt tải
