The development of the road transport infrastructure system is one of the key sectors playing a pivotal role in socio-economic development and national modernization. This study employs policy analysis methods combined with historical approaches and document synthesis, drawing on Party documents, transport development strategies, and statistical data from the transport sector across different periods, with a focus on the period 2015 - 2025. The research findings indicate that the consistent, timely, and sound leadership of the Communist Party of Vietnam has laid an important foundation for improving institutional frameworks, mobilizing resources, innovating investment models, and organizing the implementation of large-scale road transport infrastructure projects, particularly expressways, key national highways, and road networks in mountainous and rural areas. Alongside the significant achievements attained, the study also identifies several limitations in the leadership and implementation process, including uneven resource allocation, delays in the progress of certain projects, and insufficiently effective coordination among different levels and sectors. On this basis, the author proposes several recommendations aimed at further refining policy orientations and enhancing the effectiveness of the Party’s leadership in the development of the road transport infrastructure system in the coming period.Downloads
