Assessing digital maturity level in the public sector: Policy and governance implications for digital transformation in Vietnam
Abstract
Digital transformation stands as more than just a technical evolution; it’s a pivotal element for both organizational and national advancement. Amidst numerous successes, there have also been notable setbacks, largely contingent on digital capabilities and adept transformation management. This research delves into delineating these capabilities and their pivotal roles in executing digital transformation strategies and endeavors. Through an examination of Vietnam’s digital transformation journey and a survey encompassing representative provinces, this study proposes novel models derived from the Systematic Literature Review (SLR) method. Leveraging secondary data, including GRDP, DTI, EBI, PCI, and PAPI, the analysis scrutinizes the digital transformation trajectories of seven major Vietnamese cities. Ultimately, the research furnishes policy directives and managerial insights aimed at optimizing digital capacity and management within Vietnam’s digital transformation trajectory, particularly targeting local leadership.
