Abstract
The study focuses on developing evaluation criteria using a composite scoring method to assess the tourism development potential of coastal and island destinations in Ca Mau province. The research methods include literature synthesis, field surveys, expert interviews, and the application of a composite scoring to quantify the development suitability across 12 coastal and island tourism sites in Ca Mau province. The findings indicate that while these destinations possess significant tourism potential, their development has yet to be fully realized due to infrastructure limitations and weak service linkages. The novelty of this study lies in the development of a tailored evaluation framework adapted to local conditions, providing a foundation for sustainable tourism policies. Unlike previous studies, this paper goes beyond solely identifying potential by introducing a quantitative approach to compare and rank the favorability of tourism destinations, thereby supporting more effective tourism management and decision-making.
