Irrigation water pricing policy in Vietnam – discussion and analysis from the economics perspective

Abstract

    Irrigation water prices (TLP) is an important problem, especially after seven years of implementation of the subsidy policy in accordance with Decree 115/2008 / ND-CP, there are many unsolvable problems mentioned in different studies. In this article, based on plentiful resources, interviews with experts working for long time with TLP and surveys in some provinces, the author systematised the TLP policies in the past 70 years in Vietnam, as well as analyzed three typical policies under the perspective of economics, ie analyzed the behavior of actors directly affected by policy (farmers & irrigation management company).
