Utilizing ODA capital in environmental treatment and climate change project in Vietnam

Abstract

For developing countries including Vietnam, large capital source and concessional loan conditions have been suppoting the Government in focusing its investments into mass socio-economical infrastructure projects in transportation, education, health, environment... Using necessary ODA assessment indicators including: Disbursement progress control; actual completion of planned activities; cost management; human resource effectiveness assessment; objectice and subjective factors and other ODA budget disbursement conditions as basis to assess result of budget management, consultant team has provided pratical result of evaluating ODA budget management in " Integrated water management and urban development in context of Climate change in Binh Thuan province"  project, clarified its limits due to: less-organized managment board, limits in managmemt capacity, low activity and disbursement progress. Based on these, consultant team recommended using More and Result programe indicators to monitor, control, adjust and manage budget allocation within the project.
