Abstract

Solar power plants have been built a lot in the provinces of the South Central in Vietnam. This area has hot and dry weather, suitable for investing and developing solar power. The growth in solar power makes the system less dependent on thermal power. However, the disadvantages of solar power plants are often unstable, directly affected by the weather and especially work only during the day, sunny weather can generate high power, while cloudy weather, rain is very low power generation. Hydropower often has a
reservoir to store water to generate electricity for load demand, and the quick start and stop time in seconds can be used to control the power balance on the electrical system. The weather impacts that cause the instability of solar power often occur in short term of day, so it needs fast power supply to balance the load. Researching the scientific basis for balancing the capacity of solar power plants by ability to compensate capacity of hydropower plants is an urgent work to ensure safety of electricity supply for the electricity system.
