Impact assessment model study for the fee exemption policy to water and agriculture services in the Red river delta

Abstract

     The ISF policy has been implemented since Decree 66/CP, 141/CP, 112/HDBT Decree, Decree 143/2003/ND- CP, Decree 154/2007/ND-CP, Decree 115/2008 / ND-CP and Decree 67/ND-CP. This policy has positive impacts on the water users, the water cooperatives, the water exploited and management enterprises, the national budget and social security. The international organizations, scientists, managers, and other organizations and individuals have analysised and evaluated the impact of the ISF in term of theoritical. The authors have applied SERVQUAL model to evaluate the impact of the ISF policy. The study results showed the ISF policy is appropriated, however, the Government need to manage financial resources (budget cover), the exploitation and management units need to economize water resources and to improve the quality of irrigation service, and the households need to be awareness of the efficiency in using water resources without payment.
