Study on building cost norms for raw water supply from an hai hydraulic work
Abstract
Confronting the requirements of the developed economy, the hydraulic works which were initially built for irrigation and drainage purposes in agriculture, now have some more diversified and synthetic production and business activities. One of the newly assigned functions of the hydraulic work systems is supplying raw water - i.e. taking water from natural river sources (without purifying) and transporting to factories for producing clean water. Leaving the system of budget subsidies, aiming at the market economy, opening border gates and joining the international economy, in order to maintain, preserve, exploit, distribute, and use water resources in a fair, reasonable and frugal way, it is necessary to rely on the approach that consider water as a valued commodity. For the industrial and domestic clean water supply services, the first and utmost mission is to fully determine the input factors for the procedure of producing and supplying water, which are the base of determining a price frame for water. It is time for the Government to facilitate and creat opportunity for different organizations, who take part in the clean water supply process, to calculate the system of technical-economic norms to be the basis for determining the price of water supplying service.
