SOLUTIONS TO IMPROVE THE EFFICIENCY OF NEW RURAL CONSTRUCTION THACH THANH DISTRICT, THANH HOA PROVINCE

Abstract

The National Target Program (NTP) on building New Rural Areas (NTM) implemented in Thach Thanh district, Thanh Hoa province has brought some positive results. The economy is developing day by day; people's living standards are being improved; essential infrastructure works are invested in new construction; there is repair or upgrade, and rural landscape changes, in the direction of "green - clean - beautiful".  However, in addition to these positive results, there are still some difficulties and challenges in the construction of New Rural Areas in the locality.  The value of agricultural production increases but is not commensurate with the potential advantages of the locality. The propaganda work in some places is not good. It is still difficult to maintain a number of rural standards in the communes that have been achieved. The gap in results between localities in the district is still quite large. The article mentions the actual situation of implementation, points out difficulties and challenges in the implementation process, and offers some solutions of policy and implementation organization to enhance the effectiveness of construction of New Rural Area in Thach Thanh district.
