Abstract

The study focused on measuring the impact of the capacity of the leadership cadres to leadership development
results of the local commune mountainous area in the province of Son La. On the basis of theoretical synthesis
and synthesis expert interviews, the authors build scale models and measure the impact of the capacity of the
management team (Intelligence Quotient - IQ, Emotional Quotient - EQ, eXecution Quotient - XQ) leading to
results of socio-economic development of the commune; and to evaluate the reliability and expertise of scales,
from practice. Finally, the researchers propose appropriate solutions and feasible to help improve the capacity of
the leadership team of commune governments mountainous areas.
