The core leadership and managerial competencies of commune-level key cadres in the context of digital transformation
Abstract
In the context of globalisation and the Fourth industrial revolution, digital transformation has become an inevitable trend, profoundly affecting almost all aspects of socio-economic life, including the local government system. In Viet Nam, the newly es tablished nationwide two-tier local government model asks for new core competencies of commune-level key cadres, including: digital leadership competence; multi-sector management competence; institutional adaptability; and use digital technologies and the artificial intelligence (AI) in problem-solving. Accordingly, some solutions to build these capacities include: designing in tegrated training programmes tailored to meet the practical needs; diversifying training methods; providing exceptional incentives; and establishing effective monitoring and evaluation systems.
