Abstract

To create a legal framework for managing, utilizing, and exploiting state-invested railway infrastructure, thegovernment issued Decree 46/2018/ND-CP regulating the management and use of the national railway infrastructure. Over six years of implementation, initial results have been achieved, but there are still limitations that need to be addressed to meet the
development goals for Vietnam’s railway transport by 2030 and with vision to 2045 according to the Conclusion 49-KL/TW dated February 28th, 2023 of the Politburo.
