Abstract

The current laws on fees, charges, and pricing for road transportation services include provisions for the annual collection of road use fees based on the number of vehicles (with the fees used for road maintenance managed by the State) and the collection of service charges at toll stations to recover investment in road construction (by private enterprises). However, there are no specific regulations on the collection of fees and service charges for the use of state-invested highways. This article evaluates the policy of collecting service charges at toll stations to recover road construction investment.
