Abstract

Investing in new construction and the maintenance of road transportation infrastructure requires significant funding, which is difficult to recover or is recovered slowly. In the context of limited state budget resources and the gradual reduction of Official Development Assistance (ODA), revenue from road infrastructure has become an important source, contributing to reinvestment in transportation infrastructure. Effective state management of revenues from road infrastructure is crucial. These revenues allow the state budget for road development projects to increase annually, improving the quality of maintenance work.This article proposes two solutions to enhance the efficiency of generating revenue from road use: (1)
Amend and supplement the current regulations on road use fees and service charges; (2) Propose a fee collection method for highway use.
