Abstract

National reserve resources play an essential role in ensuring food and energy security, contributing to sustainable development and maintaining political, economic, and social stability. Climate change, natural disasters, pandemics, and environmental pollution present significant risks to socio-economic development, national security, and  social welfare. Given this context, strengthening national reserves to proactively and promptly meet distribution demands is an urgent requirement for the coming period.
