Abstract

In the 2016 - 2020 period, although the Government, ministries, industries and local authorities have implemented relevant measures, the equitization performance of state-owned enterprises have not been fulfilled. In particular, the root of the above situation is due to the complicated financial situation of state-owned enterprises which hold a lot of land, while a number of mechanisms and policies have been promulgated, revised and improved in tightened direction, especially in the field of land, forcing equitized enterprises to carry out complicated and time consuming procedures. In that context, in order to create a positive and strong movement, and to ensure efficiency, feasibility, publicity and transparency according to Decision No. 360/QĐ-TTg dated 17/3/2022 approving the project on “Restructuring state- owned enterprises with focuse on economic groups and state-owned corporations in the 2021-2025 period”, in the coming time, it is necessary to remove barriers in land management.
