THE IMPACTS OF CLIMATE CHANGE ON SUSTAINABLE DEVELOPMENT IN VIET NAM
Abstract
Climate change has impacts on all sectors, areas and people, affecting socio-economic development, thus has the potential to affect the nation’s Sustainable Development Goals. Viet Nam has developed a “National Action Plan for the Implementation of the 2030 Sustainable Development Agenda” and the “Nationally Determined Contribution”. There are harmony and co-benefits in implementing adaptation measures and Sustainable Development Goals. This paper analyzes the impacts of climate change and the increase in climate extremes on the ability to achieve the Sustainable Development Goals, as well as analyzing the contribution of climate change adaptation measures in the Nationally Determined Contributions in achieving the Sustainable Development Goals. The results showed that climate change and increased climate extremes will be the greatest obstacle in achieving Goal 6 on “Ensure availability and sustainable management of water and sanitation for all” and Goal 13: “Take urgent action to combat climate change and its impacts”. Within the Nationally Determined Contribution, measure 13: “Ensure food security through protecting, sustainably maintaining and managing agricultural land; restructuring of crops and livestock; create new climate change resilient varieties; complete the disease control and prevention system” and measure 17 “Use sea level rise scenarios in urban and land use planning for infrastructure, industrial parks, coastal and island resettlement areas” contribute most significantly towards achieving the Sustainable Development Goals.
