ENHANCING REAL-TIME FLOOD FORECASTING AND WARNING SYSTEM IN BINH DINH PROVINCE

Abstract

Improving flood forecasting and warning is an essential work, in order to serve and ensure the benefits in preventing and minimizing negative impact to human and economy - society. Especially for the Central Viet Nam, which is the vulnerable to natural disasters, such as storms and floods for many years. Within the framework of the article, the authors present the system to improve the quality of flood forecasting and warning of 2 river basins of Kon - Ha Thanh and Lai Giang in Binh Dinh province. The system is built as a framework linking automatic measurement stations, predictive models, encoders and data converters managed by the online WebGIS platform. This combination creates the enhanced system of real-time flood warning and inundation forecasting, providing optimal and timely support in case of emergency.
