COMMUNITY-BASED ASSESSMENT OF CLIMATE-RELATED DISASTER RISKS FOR COASTAL COMMUNES IN QUANG BINH PROVINCE
Abstract
Community-based climate change and disaster risk assessment (CDC) is a part of the climate risk management process for the development of adaptation action plans and contribute to socio-economic development planning that integrates climate risks. This study applies creatively the climate risk assessment method with the combing top down and bottom up approaches at the coastal rural area of Ba Don town, Quang Binh province, particularly Quang Tan and Quang Hai communes. There were 120 representatives for households and government officials who provided information through PRA tools and contributed to the assessment process. The level of natural disaster risk and climate change has been determined for typical natural disasters of the locality. The results also show that the lack of information and awareness about climate risks, financial difficulties and poor connections among the parties are major constraints in adaptive capacity. Accordingly, the prioritized solutions have been proposed as an inevitable continuation from the cognitive transition and participatory risk assessment.
