Analyzing some results after 5 years implementation financial autonomy policy at Huu Nghi Viet Duc hospital (2007 - 2011)

Abstract

The hospital financial autonomy policy regulated by Decee No. 43 has substantially influenced all aspects of hospital performance. This research analyzed results of services delivery and financial performance at Viet Duc hospital after 5 years implementing this Decree (2007 - 2011). The research used a combination of quantitative method (secondary data) with qualitative method (in-depth interviews and focus group discussions with 51 interviewees).

Results revealed that net balance in 2011 was 710.2% of that in 2006, mainly came from increase in service delivery (70.1%). Implementation of financial autonomy policy substantially changed quantity of services delivered but it didn't influence the increasing trend of assigned professional targets. Service quality was enhanced substantially but not at the same level in all departments. Medicine and high-tech medical consumable expenses still accounted for a large proportion of treatment expenses, 38.6% and 20.6% respectively. Specific service abuse cases were identified. Financial autonomy implementation was not the major reason for increase in medical treatment expenses. To improve the implementation of financial autonomy policy, Viet Duc hospital should build standard treatment guidelines, create an enabling working environment and increase income for medical staffs of anaesthesiology department.
