Evaluation of 10 years' population ordinance implementation in Ha Noi - results and effects

Abstract

      Based on reviewing the document of Vietnam Population Ordinance (VNPO), analyzing and processing secondary information and primary data (both quantitative and qualitative data) collected from 5 districts in Ha Noi (including Hai Ba Trung, Long Bien, Tu Liem, Thach That, and Ung Hoa), this report assesses comprehensively the work of leadership and direction of appropriate authorities and departments of Ha Noi in order to implement VNPO during the period 2003-2013. As a legal document, results of implementing VNPO in Ha Noi were evaluated focusing on the rights, obligations and responsibilities of the Party, the local governments, mass-organizations and citizens of Ha Noi mentioned in VNPO with contents restricted in the following 5 issues: increased fertility, imbalance in the sex ratio at birth, population quality, reproductive health care, and population management. The validity of regulations in VNPO was also analyzed. Based on those results, the report proposes recommendations to improve the effectiveness of the guidance, implementation of VNPO in Ha Noi in the coming period.
