Evaluating implementation of the Circular 08 on the quota of human resource for health in preventive medicine sector
Abstract
Over the years with many changes in the health system of preventive medicine sector, a critical requirement in place that need to assess the situation of human resource for health in preventive medicine sector and understand the discrepancies in the implementation of relevant policies and make recommendations for appropriate policies. Therefore, the research team conducted the study with cross-sectional design and the combination of qualitative and quantitative methods to fulfil this aim. The result shows that most of health staff ranged in age 30-50 (52.3-60%) and college degree (37.3-79.7%). Doctor is the group with highest proportion (20%) at provincial level and assistant doctor is the group with highest proportion (20-38.9%) at district level. Although most of the preventive medicine units are achieving the quota in the Circular 08 and the required level of their functions and tasks, there are still shortcomings in the management, allocation of resources and creating attractive possibilities for preventive medicine staff.
