Implementation of the policy of building digital libraries and library networking according to the Library Law 2019: Legal issues arising and orientations for improvement solutions

Abstract

    After five years of implementing the Library Law 2019 (2019-2024), many of its institutionalized policies have been executed and have yielded certain achievements. However, there are still limitations in realizing the state's policies for library development, particularly in the areas of digital library construction and library networking. Approaching this from an institutional perspective, this study identifies the barriers in implementing the aforementioned regulations in the Library Law, and therefore proposes institutional improvements to lay the foundation for executing the Library Law's provisions for digital library construction and library networking, ultimately promoting the development of the library sector in Vietnam.
