Human resources in Science and Technology: definitions of international organizations and their applicability in Vietnam

Abstract

     The article introduces and compares the current definitions of "human resources in science and technology" of Vietnam, UNESO and OECD. It proposes the approach to gradually unify these definitions into one that is not only suitable to apply in Vietnam but also internationally compatible.
