Promoting the Development of Agriculture from the State Investment Credit in Vietnam in the Current Period

The article reviews the implementation of the policy on the State’s investment credit (SIC) for agriculture through Vietnam Development Bank (VDB) in the past decade. By analyzing the regulations on the SIC carried out by VDB in comparison to what applied to loans for agriculture at credit institutions, the article points out the main reasons for the shortcomings in granting the SIC loans for agriculture, which includes the narrowing of the list of agricultural projects eligible for the SIC loans as well as the gradual reduction of incentives in interest rates and collateral for the SIC borrowers. Based on these findings, the author suggests some solutions to expand this capital source to promote the development of agricultural production in the coming time.
