Discussing administrative human resources in Ho Chi Minh City in the context of transition from urban government to digital government

Abstract

Ho Chi Minh city has developed from an urban government to a digital government. Despite achieving notable successes, the city government has faced significant human resource challenges, as many personnel have not fully adapted to and mastered the public administrative system as effectively as anticipated. Employing a comparative analysis of secondary documents, the article illuminates the challenges of human resources in Ho Chi Minh city in the context of implementing Resolution 98 of National Assembly. Research findings reveal that measures to enhance human resource quality, such as policies on attraction, treatment, training, fostering, and planning etc. are effective, but failed to produce breakthrough transformations. Therefore, the article proposes supplementary supportive solutions, creating conditions to reduce workload pressures on public officials, civil servants, and public employees, which should be actively implemented.
