SOCIAL HOUSING DEVELOPMENT: SIGNIFICANT POSITIVE SHIFTS

Abstract

Abstract: Social housing plays a core role in the strategy of social security and sustainable urban development in Vietnam. Before
2023, the social housing market faced many difficulties in attracting investment, allocating land funds and project procedures. Since
2025, with the Housing Law 2023 taking effect and the program of building at least 1 million social houses by 2030 being vigorously
implemented, positive changes have begun to appear clearly: the number of projects has sharply increased, investment procedures are
transparent, private enterprises participate more strongly and the digital transformation process is accelerated. The article provides an
overview of the outstanding results of 2025, analyzes the factors that create momentum for the social housing market and proposes
solutions to ensure sustainable development in the next period
