Abstract

Abstract: This study assesses the application of circular
economy (CE) in Vietnam’s road transport infrastructure sector,
combining international theoretical frameworks with a national
survey of 20 enterprises which are mainly long-established
firms from large to small sizes. Results show limited CE training
(35%) and minimal governmental support (95%). Despite this,
readiness to adopt CE solutions is relatively high (65%). Early
adopters report clear benefits such as higher recycling rates,
reduced material waste, and lower costs. Training proves to be
a critical driver, with trained firms showing significantly higher
adoption rates. Key barriers include limited workforce training
coverage, insufficient CE-compatible machinery, and the absence
of CO₂ monitoring systems. The study recommends strengthening
training, supporting access to CE technologies, and establishing
environmental measurement mechanisms
