DIGITAL SOCIETY DEVELOPMENT AND MANAGEMENT: A COMPARATIVE STUDY BETWEEN VIETNAM AND CHINA

Abstract

This study analyzes and compares the models of digital society development and governance in Vietnam and China amid the Fourth Industrial Revolution. Based on the theoretical framework of the four pillars of a digital society (digital infrastructure, digital government, digital economy, and digital citizenship), the research indicates that both countries consider digital transformation a national priority “under strong centralized leadership. Despite some similarities, the two nations exhibit distinct differences in their operational models: Vietnam pursues a state-led model, while China has developed a distinctive public-private partnership model. The study employs document analysis, quantitative methods, and comparative analysis to derive key lessons and proposes policy implications for Vietnam, including institutional refinement, promoting public-private partnerships, enhancing digital service quality, developing digital human resources, and strengthening cybersecurity and information security.
