Vietnam’s policies and legal framework on receiving international support for climate change response: current situation and recommendations for improvement.

Abstract

Climate change is regarded as one of the three major environmental crises of our time, alongside biodiversity loss and environmental pollution. The accelerating pace of climate change, exceeding earlier projections, has exerted increasingly adverse impacts on socio-economic development globally and in Vietnam in particular. This article analyzes and evaluates current Vietnamese regulations concerning the receipt of international support for climate change response. On that basis, it proposes specific recommendations to improve the policy and legal framework and to enhance the effective mobilization and utilization of international resources, thereby optimizing the implementation of national climate change response programs and projects.
