“Diversion” refers to the process of removing offenders from ordinary criminal proceedings and redirecting them toward educational, mediation, or restorative justice measures, with the aim of achieving humane outcomes while saving state resources. Effective implementation of diversion requires robust supervision and close interagency coordination among criminal justice authorities, local governments, and social organizations. Drawing on legal analysis, comparative methods, and a systems approach, this article clarifies key characteristics of diversion and examines the strengths and limitations of current interagency supervision and coordination mechanisms. It also proposes directions for improving these mechanisms in the implementation of diversion under the current Law on Juvenile Justice.
