Upholding the rule of law in Vietnam’s human development strategy: continuity and development from Ho Chi Minh’s ideology to the perspectives of the 14th National Party Congress.

Abstract

In the current national development strategy, the development of well-rounded Vietnamese people is identified as a central task of sustainable development. In this context, upholding the rule of law is increasingly becoming a core value of the Vietnamese people amid the building of a socialist rule-of-law state and deep international integration. This article clarifies the value of upholding the rule of law in Ho Chi Minh’s ideology, while analyzing the inheritance, application, and development of these ideas in the orientations of the 14th National Party Congress regarding the comprehensive development of the Vietnamese people. On that basis, it affirms the theoretical and practical significance of fostering law-abiding Vietnamese citizens as an important driving force for promoting the country’s sustainable development in the new era.
