State governance by law in the context of digital transformation

Abstract

Digital transformation is profoundly reshaping state governance, creating an urgent demand to improve the legal system in order to adapt to new conditions, ensure transparency and effective administration, promote innovation, and safeguard human rights. This article analyzes the theoretical foundations of governance by law, clarifies the requirements arising in the context of digital transformation in Vietnam, identifies major challenges, and proposes solutions to strengthen legal-based governance capacity, thereby contributing to the development of a modern, democratic, and people-centered state.
