Improving the legal framework on artificial intelligence in Vietnam's digital economy

Abstract

This article analyzes the current status of Vietnamese legislation governing artificial intelligence (AI) in the digital economy, while drawing insights from international practices in the European Union, the United States, China, and Singapore. It proposes several solutions to strengthen the legal framework, including the enactment of the Personal Data Protection Law, amendments to the Intellectual Property Law, the establishment of an AI sandbox mechanism, the addition of legal liability provisions, enhanced competition oversight, and alignment with international standards. The study emphasizes the urgency of developing a comprehensive and adaptive legal system that both promotes technological innovation and safeguards legal certainty and the rights of stakeholders in Vietnam's digital economy.
