Enhancing the eff ectiveness of local government law enforcement at the two-tier level

Abstract

The two-level local government model represents a major strategic policy of the Party and a transformative reform in administrative organization. As a breakthrough marking a new stage of national development, the model aims to enhance governance effi ciency and responsiveness. However, practical implementation has revealed various limitations in law enforcement at the local level. This article identifi es key shortcomings and proposes solutions to improve law enforcement performance, including institutional refi nement and clearer functional delineation; capacity building and organizational innovation; strengthened decentralization and modernization; and expanded public participation to ensure transparency and accountability.
