In the context of educational socialization and the expansion of university autonomy, higher education quality accreditation has increasingly become an important instrument through which the State exercises indirect governance and ensures the accountability of higher education institutions. Based on the state management approach and comparative analysis, this article clarifies three state management models of higher education quality accreditation in the world, including the state-dominated model, the independent supervision model, and the hybrid model. The findings indicate a trend of transition from administrative control to regulatory governance grounded in standards and accountability, thereby suggesting directions for application that are appropriate to the context of higher education reform in Vietnam.
