International commitments and Vietnam's implementation of international commitments in response to climate change
Abstract
This article examines Vietnam's international commitments and domestic implementation eff orts in responding to climate change—one of the most signifi cant global challenges of the twenty-fi rst century. Drawing on key international legal frameworks, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, the study analyzes how Vietnam has incorporated and operationalized policies on greenhouse gas (GHG) emissions reduction, green energy transition, and low-carbon economic development. From Resolution No. 24-NQ/TW to the 2020 Law on Environmental Protection and subsequent national action plans, Vietnam has demonstrated strong political resolve to achieve net-zero emissions by 2050. The paper also highlights Vietnam's participation in the Just Energy Transition Partnership (JETP) as evidence of its proactive and responsible engagement with the global climate agenda, underscoring the country's growing leadership and contributions to global sustainable development.
